Lea County, N.M., will soon be home to a modern day ghost town, complete with cutting-edge technology.

Called the Center for Innovation, Testing and Evaluation (CITE), the facility will be located just outside of Hobbs, N.M. Researchers will be able to test the latest innovations in the fields of green energy, intelligent transportation systems, homeland security and next-generation wireless technology within the ghost city?s infrastructure.

Pegasus Global Holdings, an international technology development firm, will construct the uninhabited city. The development will eventually span approximately 20 square miles and incorporate urban, suburban and rural environments. The city will feature all the structures and amenities found in a medium-sized American municipality, except the people.

?The idea for the center was born out of our own company?s challenges in trying to test new and emerging technologies beyond the confines of a sterile environment,? said Robert H. Brumley, Pegasus Global?s CEO, in a statement.

?The center will allow private companies, not-for-profits, educational institutions and government agencies to test in a unique facility with real-world infrastructure, allowing them to better understand the cost and potential limitations of new technologies, prior to introduction,? he added.

The estimated $1 billion project will break ground on June 30. The land CITE will be built on is being purchased by Pegasus from a cattle rancher, but other portions of the site are controlled both by Hobbs and Lea County.

Hobbs Mayor Sam Cobb told Government Technology that his city?s role in the project is to try and remove barriers to development and help enhance economic development opportunities.

The city won?t be involved in the actual research and development occurring at CITE, but instead will help facilitate some of the land transfers, and ultimately will gain some revenue when CITE hooks up to existing water and sewer infrastructure Hobbs controls near the construction site.

Ultimately, however, the city and county must work together to get CITE off the ground. Cobb explained that the future entrance to CITE is located on the northern boundary of an industrial park the city owns. He said Hobbs will dedicate that to Lea County and the county will likely enter into a lease agreement with Pegasus for use of the land.

The complex itself will be owned by Pegasus and will exist as a deeded property ? just like a normal business or residence.

Local Benefits

Lea County Manager Mike Gallagher told Government Technology that he expects measurable economic growth in the area as CITE is developed, primarily due to the creation of 3,500 indirect or temporary jobs, mostly in the construction sector. The project should result in a total of 350 permanent positions.

Cobb agreed there will be an economic impact, and said that by adding highly educated people who have extensive technology or academic backgrounds to the community, it should result in a variety of gains, including philanthropy and community service.

?As [CITE] brings in R&D projects, we?ll be bringing in companies and potential governments from all over the world, and their money will be brought into our area and redistributed into the populace,? Cobb said. ?So we think it?s going to be a great project for us to diversify the economy and really give us some opportunities to enhance quality of life.?

Gallagher thinks the project will enhance the county?s goal of becoming a hotbed for applied research and development. He explained that prior to the CITE opportunity, the county contracted with a company to interview researchers at various institutions and laboratories to identify technologies that could potentially be brought to the area and commercialized.

Ironically the CITE project should now accomplish exactly what the county was looking for.

?That?s where real economic development and job growth is created ? by having those different platform technologies developed in your area, along with those high-paying professional jobs,? Gallagher said.

In addition, under a memorandum of understanding between Pegasus and New Mexico, a voucher program will be developed so that local businesses in the state can use a portion of the facility.

?A lot of those details haven?t been worked out yet, but given that [CITE] is in Lea County, I think any local or regional researchers or firms that want to test platform technologies will have access to that site,? Gallagher said.

Anthropologists working in southern France have determined that a 1.5 metric ton block of engraved limestone constitutes the earliest evidence of wall art. Their research, reported in the most recent edition of the Proceedings of the National Academy of Sciences, shows the piece to be approximately 37,000 years old and offers rich evidence of the role art played in the daily lives of Early Aurignacian humans.

The research team, comprised of more than a dozen scientists from American and European universities and research institutions, has been excavating at the site of the discoveryAbri Castanetfor the past 15 years. Abri Castanet and its sister site Abri Blanchard have long been recognized as being among the oldest sites in Eurasia bearing artifacts of human symbolism. Hundreds of personal ornaments have been discovered, including pierced animal teeth, pierced shells, ivory and soapstone beads, engravings, and paintings on limestone slabs.

“Early Aurignacian humans functioned, more or less, like humans today,” explained New York University anthropology professor Randall White, one of the study’s co-authors. “They had relatively complex social identities communicated through personal ornamentation, and they practiced sculpture and graphic arts.”

Aurignacian culture existed until approximately 28,000 years ago.

In 2007, the team discovered an engraved block of limestone in what had been a rock shelter occupied by a group of Aurignacian reindeer hunters. Subsequent geological analysis revealed the ceiling had been about two meters above the floor on which the Aurignacians livedwithin arms’ reach.

Using carbon dating, the researchers determined that both the engraved ceiling, which includes depictions of animals and geometric forms, and the other artifacts found on the living surface below were approximately 37,000 years old.

“This art appears to be slightly older than the famous paintings from the Grotte Chauvet in southeastern France,” explained White, referring to the cave paintings discovered in 1994.

“But unlike the Chauvet paintings and engravings, which are deep underground and away from living areas, the engravings and paintings at Castanet are directly associated with everyday life, given their proximity to tools, fireplaces, bone and antler tool production, and ornament workshops.”

He added that this discovery, combined with others of approximately the same time period in southern Germany, northern Italy, and southeastern France, raises new questions about the evolutionary and adaptive significance of art and other forms of graphic representation in the lives of modern human populations.

It’s always hard being the new girl in school. But when Britney Spears makes her debut in the fall as the fresh judge on the panel of “X Factor”, she’ll have come fine company in the form of Demi Lovato. With show creator Simon Cowell and record label boss L.A. Reid returning as the wily veterans with decades of experience in the game, Demi and Britney will be the relative newbies in the mix.

The two women will also have something else in common: Both were child stars who grew up in the public eye and then struggled through a series of headline-grabbing difficulties only to brush themselves off and regain their star status.

“I think it’s good for both of them to have each other on the show,” People magazine senior writer Joey Bartolomeo said. “For one thing, because they’re both new to ['Factor'] and it’s not one person coming in to be with three other judges. They have each other.”

Their paths, and struggles, have been very different, but Bartolomeo said the two can likely relate to each other on a personal level, though we shouldn’t expect them to do any therapeutic work on live TV. “Everyone loves a good comeback story,” she said. “Britney has been doing well the past couple of years … but seeing her on a weekly basis with this kind of job is another step in that process … People want to root for people to have success; now they have two people on a show who’ve been through a lot, and people will tune in to see how they are.”

Lovato, 19, went from being the young star of such Disney shows as “Sonny With a Chance” and “Camp Rock” to a successful touring and recording career that was derailed in 2010 when she entered a rehab center for physical and emotional issues. She has since become a spokesperson for anti-bullying causes, spoken out about her body-image issues, eating disorder, depression, self-abuse and substance problems.

Spears, 30, also came up in the Disney machine as a star on “The New Mickey Mouse Club,” and after a series of erratic incidents and public meltdowns, she ended up in a rehabilitation facility in 2007 and was put on a psychiatric hold in January 2008 after refusing to give up her two children to their father, ex-husband Kevin Federline.

While Lovato has spoken publicly about her struggles and appears to have gotten her career back on track, Spears has been kept on lockdown by her team. The singer is under a strict conservatorship that has handed control of her assets to her father and, recently, her boyfriend/agent, Jason Trawick. Britney’s career has rebounded, with hit albums, singles and tours, but she has participated in only sporadic press interviews, which were, by most accounts, tightly controlled and allowed for little deviation from a predetermined script.

“I think they could help support each other, but their [personal] problems are very different,” said Us Weekly senior music editor Ian Drew, who questioned the choice of Spears for the “Factor” panel. “Knowing the way Britney works, nobody is going to be able to speak to her. It’s a very odd choice. … I don’t know what Demi will add [either].”

Drew said he understood “X Factor” had to add two new judges because of the structure of the show, but he wonders how the pair will fit into the mix. “Demi is very honest and says what’s on her mind, so maybe they need someone like that,” he said. “But I don’t think anyone will tune in to see Demi.”

Celebuzz editor Amber James also acknowledged that the women have dealt with their problems in totally different ways, but said their shared struggle might add an interesting dynamic to the show as it tries to build on the first season’s solid-but-not-smashing success. “I believe Demi’s bubbly personality and kindness will prove to bring Britney out of her shell,” predicted James. “They seem like they’d bounce off each other well and provide a nurturing and safe atmosphere, where Britney can really get into her role, without fear of saying the wrong thing and truly be herself.”

And even if they don’t become instant besties, the pair will at least be able to fend off the intimidating presences of Cowell and Reid while trying to find their feet on the show. “Maybe the two of them will gang up on Simon and L.A.,” Bartolomeo said.
